In May 2023, the Costa Rica Disaster Risk Finance (DRF) Training of Trainers program took place to share knowledge among key local stakeholders, such as the University of Costa Rica (UCR), the National Commission for Risk Prevention and Emergency Response (known as National Emergency Commission (CNE), the Ministry of Finance, and the Central Bank of Costa Rica (BCCR).
We spoke with Tatiana Abarca Rojas, an economist at the Ministry of Finance of Costa Rica, to get to know her opinion on the importance of academia, this new training initiative and her vision on Disaster Risk Finance (DRF) in Costa Rica.
World Bank (WB): What did you think of this training week?
Tatiana Abarca Rojas (TAR): Disaster Risk Finance (DRF) is a new topic in which there is still a lot to learn and a lot to explore. I really like this subject matter and appreciate the opportunity to participate and continue learning.
WB: What is your role within the Ministry? How important is DRF in that role? Why have you taken this course?
TAR: I am in the Public Credit area, contracting credits, so I work with CAT DDOs [1]. We are currently working on one now with the Bank, which we will hopefully receive soon. The previous case was approved in 2009. We are also dealing with resilient infrastructure issues. So, that is where the involvement comes from. Management also sees tax risk issues, although I am not directly involved in that area.
WB: How important is DRF for Costa Rica?
TAR: The subject is still very new. The issue of the strategy has just come up, a lot of efforts have been made, and only last year was it approved. So, it was a matter of a lot of coordination with the CNE mainly, to give them the subject, to get the CNE involved and to get us trained in courses and in learning. It is a primary issue for the country, and they must be extended. There are many institutions and powers to replicate information, but we are a very exposed country, and we must be prepared.
WB: What financial instruments or strategies have been implemented so far?
TAR: Specifically, we have experiences with the CAT DDO [2], one was managed in 2008 and was used for various emergencies, for the Cinchona earthquake, which was in 2009. The country also has an interest in the CCRIF, Caribbean Catastrophe Risk Insurance Facility, from quotes, conversations and investigating possibilities to be involved in this too, in conversations, and seeing what it offers. Although it has not materialized yet, it is there on the table, and it is a possibility for the future. It is like what we know about insurance matters. I feel that we are even more immature and naive about this matter than we think and there is still a long way and a lot of preparation to go.
WB: What challenges is Costa Rica facing about this topic?
TAR: I believe that the main challenge is in the creation of information and coordination between institutions. There is a lot of information to be distributed, and it needs to be centralized. This is the main challenge: a teacher needs all the information ready and available to formulate and emphasize some parts over others and modify the strategy to adjust it for implementation. Coordinating between the institutions that manage the information to help formulate what is needed depending on the requirements is what the country needs to move forward.
WB: In terms of creating more trainings like this one, how much do you think the country and the institutions can benefit?
TAR: The issues in this country are still very elementary, so this type of training that involves people, and increases awareness that we are very exposed is critical. It is important to prepare for the moment beforehand rather than just in it. We are in a complicated fiscal situation, and having a frame of reference and a backup from before can help the country move forward.
WB: What are the advantages that can be gained from a discussion like the one we had on the last day of the training?
TAR: I think it is about raising awareness. When you do not know much, you can hear about the subject and what you must do to protect yourself, but being truly aware of everything that is behind it is fundamental. We should aim to be aware of the full benefits that one can have, considering the characteristics of the country, and all the advantages that we can obtain from the information that can be generated. Learning can be done incrementally. The advantages of moving forward, of generating information, generating knowledge, and the power to generate synergies, through combinations with other actors, are vital and what can bring us forward.
Tatiana Abarca Rojas earned a degree in Economics from the University of Costa Rica and a master's degree in Disaster Risk Management and Emergency Care. With more than 15 years of experience in the public sector, she began her professional career at the Inter-American Institute of Cooperation for Agriculture (IICA), then at the Ministry of Economy, Industry and Trade (MEIC) and currently works in the Directorate of Public Credit of the Ministry of Finance.
From the workplace and personnel, she has been trained in issues related to financial management of disaster risk and has experience in the processing and management of contingent loans for emergency care resulting from natural phenomena.

Perspectiva del Ministerio de Hacienda de Costa Rica sobre la Financiación del Riesgo de Desastres
En mayo de 2023, el programa de Formación de Formadores para la Financiación del Riesgo de Desastres en Costa Rica tenía como objetivo difundir conocimientos entre importantes actores locales, incluidos la Universidad de Costa Rica (UCR), la Comisión Nacional de Prevención de Riesgos y Atención de Emergencias (CNE), el Ministerio de Hacienda y Crédito Público, y el Banco Central de Costa Rica (BCCR), entre otros.
Hablamos con Tatiana Abarca Rojas, Economista en el Ministerio de Hacienda de Costa Rica, para conocer su opinión sobre la importancia de la academia, esta nueva iniciativa formativa y su visión sobre la Financiación del Riesgo de Desastres (DRF) en Costa Rica.
Banco Mundial (BM): ¿Qué te ha parecido esta semana de formación?
Tatiana Abarca Rojas (TAR): De forma personal me gustan mucho estos temas y entonces uno siempre agradece la oportunidad de participar y seguir aprendiendo. Y como también se mencionó, es un tema nuevo en el que todavía hay muchísimo que aprender y mucho que incursionar.
BM: ¿Cuál es tu rol dentro del Ministerio? ¿Cómo de importante es el DRF en ese rol? ¿Y por qué has tomado este curso?
TAR: Estoy en la dirección de Crédito Público, en la contratación de créditos y manejo un poco el tema del CAT DDO [1], una línea de crédito contingente en casos de desastres del Banco Mundial. Estamos trabajando ahora en uno también, con el Banco, para conseguirlo esperamos que pronto. También conozco el caso anterior que se aprobó en el 2009. Nuestra relación con el tema también radica en que manejamos infraestructura resiliente, y riesgos fiscales, aunque yo directamente no estoy involucrada.
BM: ¿Cuál es la importancia del DRF para Costa Rica?
TAR: El tema de la estrategia acaba de salir, fueron bastantes esfuerzos que se hicieron, así el año pasado se pudo aprobar. Fue un tema de mucha coordinación con la CNE, principalmente. La participación de la CNE, como nosotros en capacitaciones, en cursos, en ir aprendiendo. Definitivamente es un tema primordial para el país, y que tienen que extenderse. Somos un país muy expuesto, hay que estar preparado.
BM: ¿Qué instrumentos financieros o estrategias se han implementado hasta ahora?
TAR: Específicamente tenemos experiencias con el CAT DDO [2] este se gestionó en el 2008 y se usó para varias emergencias principalmente para el terremoto de Cinchona, que fue en el 2009. El país también tiene un interés en temas de aseguramiento paramétrico del CCRIF [3] SPC, una aseguradora mutual que brinda cobertura catastrófica a sus países miembros en el Caribe. Nosotros hemos estado ahí también, en conversaciones, e indagando posibilidades, viendo ofertas. Aunque no se ha concretado todavía, pero está sobre la mesa. Estamos todavía verdes y nos falta a mucha preparación para esto.
BM: ¿Qué retos son los que se enfrenta a Costa Rica?
TAR: El reto principal es la generación de información y de coordinación entre instituciones. Se necesita información para poder hacer cálculos de los modelajes, etc. Esta información no es complicada de tener centralizada. El docente pueda tener toda esa información lista y disponible para poder formular y darles énfasis a algunos instrumentos. También hacer las modificaciones que la estrategia necesita, como ajustarla para el plan de implementación. Poder ver un poco ese tema es importante y también la coordinación entre las instituciones que manejan la información y que pueden también ayudar a formular necesidades dependiendo de los requerimientos de los instrumentos, o lo que el país vaya necesitando según vaya avanzando.
BM: Y en cuanto a formaciones como esta, ¿cuánto crees que se puede beneficiar el país y las instituciones?
TAR: El tema en el país todavía se encuentra en una etapa muy inicial. Por tanto, estas capacitaciones son de gran importancia para involucrar a la población y crear conciencia sobre nuestra vulnerabilidad, algo que todos conocemos. Hemos reaccionado cuando ocurren eventos, pero es crucial estar preparados con anticipación. Además, dadas las complicaciones fiscales que enfrentamos, contar con un respaldo previo podría permitir al país superar las dificultades y salir adelante con éxito.
BM: ¿Cuáles son las ventajas que se pueden ver de una discusión como la que hemos tenido en el último día de la formación?
TAR: Yo creo que es concienciar. Cuando uno no conoce bien el tema, puede oír del tema y entender que hay que protegerse. En cambio, cuando uno se da cuenta de todo lo que hay detrás, de todos los beneficios que uno puede tener, no solo de los eventos que podemos tener, sino de todas las ventajas que podemos sacar de la información que se puede generar, es cuando podemos llegar más lejos. Se puede hacer de a poquitos, y aprendiendo. Por esta línea, las ventajas de ir avanzando, de ir generando información, generando conocimiento, y el poder de generar sinergias, a través de combinaciones con otros actores es vital y es lo que puede llevarnos adelante.
Tatiana Abarca Rojas es licenciada en Economía de la Universidad de Costa Rica y posee una Maestría en Gestión del Riesgo en Desastres y Atención de Emergencias. Con más de 15 años de experiencia en el sector público, comenzó su trayectoria profesional en el Instituto Interamericano de Cooperación para la Agricultura (IICA), luego en el Ministerio de Economía, Industria y Comercio (MEIC) y actualmente colabora en la Dirección de Crédito Público del Ministerio de Hacienda.
Desde el ámbito laboral y personal, se ha formado en temas relacionados con la gestión financiera del riesgo de desastres y cuenta con experiencia en el trámite y gestión de préstamos contingentes para la atención de emergencias producto de fenómenos de origen natural.
