Pham Thi Mai Trang: Legal Framework is Important for Implementation of Disaster Risk Finance

Pham Thi Mai Trang (State Budget Analyst Budget Management Division Department of Finance, City of Da Nang, Vietnam) points out that, when it comes to implementing Disaster Risk Finance, a big challenge is the legal framework in Vietnam, which currently doesn’t allow for the application of various tools for risk mitigation. She adds that the country is interested in learning more about the various risk assessment models.
