In May 2023, the Costa Rica Disaster Risk Finance (DRF) Training of Trainers program took place to share knowledge among key local stakeholders, including the University of Costa Rica (UCR), the National Commission for Risk Prevention and Emergency Response (known as National Emergency Commission (CNE), the Ministry of Finance, and the Central Bank of Costa Rica (BCCR).

We spoke with Leonardo Castellón Rodríguez, Dean of the Faculty of Economic Sciences of the UCR and a catalyst behind this training, to get his perspective on the importance of academia, this new training initiative, and his vision on DRF in Costa Rica.

 

World Bank (WB): What did you think of the training? 

Leonardo Castellon Rodriguez (LCR): We were able to have conversations with people from different institutions, knowledge, and perspectives about risk management and financial protection. The materials, knowledge, and information they shared with us, I personally found really interesting. It was a topic that was new to me, but one that has an enormous potential to develop from academia and beyond, of course, in conjunction with the organizations represented here. So, it seemed truly relevant and timely to me, with real case studies. There was an interesting mix between theory, the Bank's experience, and the development in different countries of how the issue of financial protection has evolved and its potential in Costa Rica.

 

WB: What is the importance of DRF in Costa Rica right now?

LCR: Costa Rica has significant exposure to risk, in terms of volcanoes, earthquakes, excess rain, etc. Disasters result in significant losses, and in this workshop, we have seen how financial instruments can enable reconstruction and recovery, of the emergency itself. In countries like ours, which have high fiscal restrictions, the availability of financial instruments could reduce our costs, and give us the ability to rebuild and recover more quickly, using tools that have already proven their benefits and potential.

 

WB: And to achieve this, how important are trainings like this?

LCR: Trainings like this help to expose that financial protection instruments exist, how they work, the experiences that exist, and the associated costs. The trainings also provided us with the opportunity to get together, to become acquainted, and work in a coordinated manner to be able to develop regulations or technical training that enable us to leverage these financial instruments. These trainings, which improve the skills of officials in the public and private sector, provide a comprehensive understanding of why the financial instruments exist, how the related calculations function, the logic behind it, and the savings that can result for countries to deal with disasters. This is essential for a country like Costa Rica.

 

WB: What are the challenges facing the country now?

LCR: We are responsible for expanding awareness of the existence of these instruments, building the capabilities within institutions to take the plunge, to assess and establish budgets in such a way that we can access these instruments. Furthermore, we need to understand. This is part of the challenges, the various layers of financial protection and the principles to define how much the fund should be, how much contingent credit we might eventually need, what type of insurance would be suitable for us, and so on. Therefore, these training sessions confront us with the need for public institutions to have a clear understanding of what this is about and to dare to propose and invest in these types of financial instruments, which undoubtedly generate benefits for the country.

 

WB: And from an academic perspective?

LCR: Without a doubt, this workshop helped us to realize that this is an absent topic in university curriculum. We must change that and incorporate a course as fundamental as this into the academic and professional curriculum so that those who work in engineering, geology, medicine, administration, statistics, economics, and public administration, know that this exists and how it works. Academia has a responsibility to incorporate these elements into its study plans.

 

WB: And that is why you bet on this academic future of the DRF in the country?

LCR: As a public university, we have the responsibility in our training to incorporate all those elements that allow us to improve the quality of life of people and particularly in the area of disaster management that requires a multi-transdisciplinary vision. To serve you and see that financial protection must be understood and studied from different disciplines.

 

WB: And what do you think are the opportunities we have to share knowledge in programs like these? How far can we go?

LCR: It seems to me that we can have a fairly broad scope, in public institutions and in the stock market. Here in the course, we have had representatives from these sectors, which can be expanded throughout the Central American region and the Caribbean, to get together, understand how it works, and make decisions to move forward on the issue.

 

WB: And that's why sessions like today are things you are looking for in the future?

LCR: Today's session was very enriching, it was very participatory, that allowed people to share how they see it from their experiences, from their institutions, but even more important was the commitment and responsibility it generated. We are clear about the responsibility of being part of the National Risk Management System and must do our part to build capacity.

 

WB: And lastly, what do you see as the future of the DRF in Costa Rica?

LCR: I see potential; here we had people from SUGESE, SUGEF, the Ministry of Finance, the National Emergency Commission, and the Central Bank. These are particularly important institutions in the country that have the possibility of defining and deciding on the issue.

I would really like to thank the World Bank for reaching out to us. I commend the University of Costa Rica also for opening its doors to you, to host this workshop, this space for construction and that we hope to be able to do again, with other institutions and in other places.

 

Leonardo Castellón Rodriguez is a graduate in Public Administration from the University of Costa Rica, master's in finance from the Technological Institute of Costa Rica and Doctor of Education from the Catholic University of Costa Rica. Rodriguez has more than 20 years of experience in public management and teaching. He is a professor in the School of Public Administration and Dean of the Faculty of Economic Sciences of the University of Costa Rica.

Perspectiva de la Universidad de Costa Rica sobre la Financiación del Riesgo de Desastres

 

En mayo de 2023, el programa de Formación de Formadores para la Financiación del Riesgo de Desastres (DRF, por sus siglas en inglés) en Costa Rica realizó una capacitación para difundir e intercambiar conocimientos entre importantes actores locales, incluidos la Universidad de Costa Rica (UCR), la Comisión Nacional de Emergencias (CNE), el Ministerio de Hacienda, y el Banco Central de Costa Rica (BCCR).

Hablamos con Leonardo Castellón Rodríguez, Decano de la Facultad de Ciencias Económicas de la UCR y gran promotor de esta formación, para conocer su opinión sobre la importancia de la academia, esta nueva iniciativa formativa y su visión sobre la DRF en Costa Rica.

 

Banco Mundial (BM): ¿Qué te ha parecido la formación?

Leonardo Castellón Rodríguez (LCR): Pudimos compartir con personas de diferentes instituciones, conocimiento, y perspectivas del tema de gestión de riesgos, en general, y la protección financiera en particular. Los materiales, el conocimiento, las charlas que nos dieron resultaron realmente interesantes. Era un tema que resulta nuevo para mí, pero que tiene un potencial enorme para desarrollar desde la academia. Contó con información muy actualizada, con casos de estudio reales. Hubo una mezcla interesante entre la teoría, la experiencia del Banco, y el desarrollo en diferentes países de cómo se ha venido trabajando el tema la protección financiera y el potencial que tiene para el caso de Costa Rica.

 

BM: ¿Cuál es la importancia del DRF en Costa Rica?

LCR: Costa Rica tiene una exposición al riesgo importante, en tema volcanes, en tema de terremotos, de exceso de lluvia, etc. Los desastres generan pérdidas cuantiosas y que en este taller hayamos visto el potencial que tienen los instrumentos financieros para poder atender la reconstrucción, la recuperación, o la emergencia misma es fundamental. Es decir, en países como el nuestro que tenemos altas restricciones fiscales, el poder echar mano a ese tipo de instrumentos nos podrían reducir los costos y, además, poder reconstruir, poder recuperarnos en un tiempo menor, utilizando herramientas que han demostrado sus beneficios y sus potencialidades.

 

BM: Y para conseguir esto, ¿qué tan importantes son estas formaciones?

LCR: Formaciones así demuestran que existen este tipo de instrumentos y cómo funcionan, las experiencias que existen, los costos asociados. Además, permite ponernos en común, conocernos, y trabajar de manera articulada para poder desarrollar la normativa o la formación técnica que nos posibilite sacar el mayor provecho. Estas formaciones permiten mejorar las competencias del funcionario público o del sector privado, algo fundamental para Costa Rica.

 

BM: ¿Qué retos son los que tiene ahora el país por delante?

LCR: Nos corresponde ampliar el conocimiento de la existencia de estos instrumentos. Generar capacidades en las instituciones para atreverse a dar el paso, a valorar y establecer los presupuestos para que podamos acceder a estos instrumentos. Además, entender. Eso es parte de los retos, las capas con protección financiera y los principios para definir cuánto es el fondo, cuánto requeriríamos de crédito contingente, cómo sería el tipo de aseguramiento adecuados para nosotros y otros. Por lo tanto, estas capacitaciones nos ponen de frente ante la necesidad de que las instituciones públicas tengamos claro de lo que se trata, y atrevernos a proponer e invertir en este tipo de instrumentos financieros, que sin duda generan beneficios para el país.  

 

BM: ¿Y desde una perspectiva académica?

LCR: Sin duda este taller nos ha permitido darnos cuenta de que en los planes de estudio de las carreras universitarias este es un tema ausente. Debemos incorporar el tema en los planes de estudio, en las carreras para que, cuando quienes trabajen en la ingeniería, en geología, en medicina, en administración, en estadística, en economía, en la administración pública, sepan que esto existe y cómo funciona. La academia tiene una responsabilidad y una tarea importante de incorporar estos elementos en sus planes de estudio.

 

BM: ¿Y por eso se apuesta por este futuro académico del DRF en el país?

LCR: Como universidad pública, tenemos la responsabilidad de que en nuestras formaciones incorporemos todos aquellos elementos que permitan mejorar la calidad de vida de las personas y, particularmente, en el tema de gestión ante desastres que se requiere una visión multi-transdisciplinaria para atenderlo.

 

BM: ¿Y cuáles crees que son las oportunidades que tenemos de compartir conocimientos en programas como estos? ¿hasta dónde podemos llegar?

LCR: Me parece que podemos tener un alcance bastante amplio, en la institución pública costarricense y en el mercado de valores. Aquí en el curso, hemos tenido representantes de estos sectores, y por supuesto ampliarlo a la región de Centroamérica y el Caribe, de ponernos en común, entender cómo funciona, y tomar decisiones para avanzar en el tema.

 

BM: ¿Piensan seguir con el compromiso de participar en capacitaciones?

LCR: La sesión de hoy fue muy rica, fue muy participativa, fue un espacio para que las personas pudiesen poner en común cómo lo ven desde sus experiencias, desde sus instituciones, pero algo muy importante, y es que se genera compromiso. Tenemos claridad de la responsabilidad que, al ser parte del Sistema Nacional de Gestión del Riesgo, tenemos que poner para construir las capacidades.

 

BM: Y por último, ¿cuál ves que es el futuro del DRF en Costa Rica?

LCR: Yo le veo potencial, aquí tuvimos gente de la SUGESE, de la SUGEF, del Ministerio de Hacienda, de la Comisión Nacional de Emergencias, del Banco Central, etc. Hay instituciones muy importantes en el país que tienen la posibilidad de definir y decidir sobre el tema.

Externo mi agradecimiento al Banco Mundial por habernos buscado. Enhorabuena que en la Universidad de Costa Rica les hemos abierto las puertas. El taller ha sido un espacio de construcción. Esperamos que se repita con más actores y en otros espacios.

 

Leonardo Castellón Rodríguez es Licenciado en Administración Pública por la Universidad de Costa Rica, y tiene Máster en Finanzas por el Instituto Tecnológico de Costa Rica y su Doctorado en Ciencias de la Educación por la Universidad Católica de Costa Rica. Tiene más de 20 años de experiencia en gestión pública y docencia. Profesor Catedrático de la Escuela de Administración Pública y Decano de la Facultad de Ciencias Económicas de la Universidad de Costa Rica.
