In May 2023, the Costa Rica Disaster Risk (DRF) Finance Training of Trainers program took place to share knowledge among key local stakeholders, including the University of Costa Rica (UCR), the National Commission for Risk Prevention and Emergency Response (known as National Emergency Commission CNE), the Ministry of Finance, and the Central Bank of Costa Rica (BCCR).

We spoke with Carlos Picado Rojas, Chief of Strategy Development at the CNE, to get his perspective of this new training initiative and his view of DRF in the country.

 

World Bank (WB): What are the conclusions you draw from this training?

Carlos Picado Rojas (CPR): This is information that I did not expect, in the sense that it was possible for the course to integrate many elements that are generally considered as unbound and loose, including discussions about instruments. The course integrates well how all this should be approached, integrated, and how they contribute to each other. So overall, it has been very well done.

 

WB: What did you think of the workshop to design the replicability of the Disaster Risk Financing (DRF) training program?

CPR: Yes, this dynamic is the type of thing that I quite like, as a person who works on planning issues. This type of dynamic offers a little more interactivity and a little more input from people. When you are a teacher, you must try hard to understand that the people you have there are also knowledgeable about some things. An exercise like this one is an opportunity for an unfolding contribution to also be given, by those of us who have attended, in addition to the trainers.

 

WB: From a more general perspective, how important is DRF within your role and what are you looking for?

CPR: From the point of view of the institution that I represent and in the unit that I am in, what we are looking for is the advancement of an agenda that works with the issue of risk management and an emphasis on financial issues. As a planner, one should see this as a necessity, but then realizes that there is no true involvement from financial sector actors in these issues. Those who have been on the course these past few days have been people from public institutions in the financial sector, located in a university that wants to discuss financial issues. What one would expect is that, at some point, we should also begin to discuss financial issues with people who are not from the financial sector. There is a relevant topic there because the problem is this division of knowledge. Those who are from the Natural Sciences area do not understand the relationship that inflation has with the subject of financial calculations; those who oversee the administration of public service infrastructure elements do not understand that there is a discussion to be made on the financial issues in terms of protection. So, I see this course as the beginning of things that must continue to mature, understanding from the path that I represent, from the institution in which I am, that it is important to understand this as the beginning of the articulation of an agenda with many different factors.

 

WB: From the financial dimension, how does Costa Rica face a natural disaster as of right now?

CPR: This is an uncomfortable issue because compared to how other countries do it, Costa Rica may look like it is doing well. However, someone who is aware of how it works on the inside understands that there are many aspects that can be improved. As of today, from a financial perspective, what must be said is that there is a financial strategy that is not yet being implemented, but at least it has already been announced and progress is already being made. The agenda does not work with financial forecasts but waits for the event to come and then decisions are made in a contingent and immediate way to give economic content to the response that must be given. That must change. We have some instruments, such as the emergency fund, which have operated, which have been functional and everything, but they must be revamped. Revamped taking into consideration everything that financial organizations, such as the World Bank, IDB (Inter-American Development Bank), and different organizations, present, propose, and have at their disposal.

 

WB: What do you think the formal impact of the academic world on DRF could be?

CPR: The academic world has several roles. First, in the case of Costa Rica, the academics (in reference to public universities) play a role in political discussions. They are institutions to which the population and government authorities pay attention. Therefore, they have the possibility of being a complaint and advisory body in many aspects. That way they can play a fundamental role in helping to guide the state in some things. And two, obviously, to create the scope of this topic. I have been surprised to hear some colleagues from other institutions, especially from the financial area, who come to me and tell me that some of the content presented seems new to them, in form, and in perspective. This surprises me. It seems to me that academics can play a particularly important role in the matter of learning and knowledge transfer and for now, in the creation of the technical scopes for the institutions to begin to implement.
 

WB: What do you think are the challenges that Costa Rica now faces in terms of the implementation of the DRF?

CPR: Above all, the issue of creating the action plan for the DRF strategy is essential. For example, the Comptroller's Office came to us and asked us to make an estimate of the income needed by the fund, and what future expenses could arise. We started looking, here at the University, and in other various spaces, for someone who could make this type of analysis and create a contract with them, but we found that there is no one. There is currently no technical scope that can be requested, and we therefore had to depend on the World Bank to carry out this project. I imagine that this type of person exists somewhere. But we need more diversity in terms of people and institutions to create a group of people capable of this type of modeling.

 

WB: And finally, what do you think is the future of the DRF in Costa Rica?

CPR: Sooner or later, the country must diversify the financial instruments at their disposal. The evidence of the limitations that the emergency fund currently has will only be resolved with a diversification of financial instruments, which from my perspective, still need to be thought out. There are some instruments that do not work for us, and others that can be especially useful. But there is a fundamental element, and this is that the instrument that can be sold to us, pose certain conditions. And these conditions are things the country must improve; this is more important than access to the resources itself. For example, if we purchase insurance, they will ask us for a series of conditions so that the insurance can be applied. That part is what I would like to see us improve. For example, if we enter CCRIF (The Caribbean Catastrophe Risk Insurance Facility) it will provide us with a lot of information that we have to learn to use, to make other types of decisions beyond the insurance itself, so that is where these things should go. In the use of information. If you were to ask me, what are the important challenges that we face? The issue of being able to take advantage of the vast amount of information is that we already must improve our protection system.

 

Carlos Alberto Picado Rojas is the Head of Strategic Development of the National Risk Management System, in the National Commission for Risk Prevention and Emergency Attention of Costa Rica. The National Risk Management Plan has been created under his supervision during the periods 2003-2006, 2010-2015 and 2016-2020, 2021-2025, as well as the National Risk Management Policy 2016-2030. He has more than 40 years of experience in topics related to disaster management and risk management. Rojas earned a degree in Sociology, a master's in management of development projects (University of Costa Rica) and a PhD in Philosophy (Central American Institute of Public Administration). He is also a teacher in topics related to risk management and human resilience in master's programs at the University of Costa Rica, the Central American Institute of Public Administration, and at the Latin American Faculty of Social Sciences.

Perspectiva de la Comisión Nacional de Emergencias sobre la Financiación del Riesgo de Desastres en Costa Rica

 

En mayo de 2023, tuvo lugar el programa de Formación de Formadores para la Financiación del Riesgo de Desastres (DRF, por sus siglas en inglés) con el objetivo de compartir conocimientos entre importantes actores locales en Costa Rica; entre éstos, la Universidad de Costa Rica (UCR), la Comisión Nacional de Prevención de Riesgos y Atención de Emergencias (conocida como Comisión Nacional de Emergencias - CNE), el Ministerio de Hacienda, y el Banco Central de Costa Rica (BCCR).

Hablamos con Carlos Picado Rojas, jefe de Desarrollo de Estrategia en la Comisión Nacional de Emergencias, para conocer su opinión sobre esta nueva iniciativa de capacitación y su visión sobre la DRF en Costa Rica.

 

Banco Mundial (BM): ¿Cuáles son las conclusiones de esta formación?

Carlos Picado Rojas (CPR): Es una información que no esperaba, en el sentido de que se ha podido integrar muchos elementos que, generalmente, andan sueltos, incluyendo discusiones sobre instrumentos. El curso ayuda a entender cómo debe ser abordado todo esto, cómo integrarlo, y lo que tiene que aportar. En general, el curso se ha hecho muy bien.

 

BM: ¿Qué te ha parecido el Taller para diseñar la replicabilidad del programa de capacitación en Financiación del Riesgo de Desastres (DRF)?

CPR: Sí, esta dinámica es el tipo de cosas a las que, yo que trabajo en temas de planificación, me gustan. Con un poco más de interactividad, un poco más de aporte por parte de la misma gente. En los temas de aprendizaje, uno cuando es docente tiene que tratar bien de saber que las personas que tienen ahí también son conocedoras de algunas cosas. Y entonces un ejercicio como este es la oportunidad para que se diera también ese desdoble de aporte, por parte de los que hemos estado, además de los formadores.

 

BM: Desde una perspectiva más general, ¿cuál es la relevancia del DRF dentro de tu rol y qué es lo que buscas?

CPR: Desde la institución que yo represento, lo que buscamos es el avance de una agenda relacionada con gestión de riesgos con énfasis en los temas financieros. Uno, como planificador, lo debería ver como una necesidad, pero se da cuenta de que no hay un verdadero involucramiento de los actores del sector financiero en estos temas. Los que estuvieron estos días en el curso, han sido gente de instituciones públicas del sector financiero, ubicados en un espacio de Universidad, donde se quiere discutir los temas financieros. Un poco lo que uno esperaría, es que en algún momento también empecemos a discutir los temas financieros con gente que no es del sector financiero. El problema es ese fraccionamiento de conocimientos. Es lo que comentábamos en el curso: los que son del área de Ciencias Naturales, no entienden la relación que tiene la inflación que hay con el tema de cálculos financieros, o los que tienen a cargo la administración de elementos de infraestructura de servicio. Veo este curso como un inicio de cosas que hay que seguir madurando. Este es el inicio de la articulación de una agenda con muchos tipos de fuerzas.

 

BM: Desde la dimensión financiera ¿cómo se enfrenta Costa Rica a un evento natural?

CPR: Eso es incómodo plantearlo porque de cara a cómo otros países lo hacen, posiblemente Costa Rica se ve bien. Pero uno que conoce las cosas desde dentro entiende que hay muchos aspectos que pueden ser mejorados. Desde la perspectiva financiera, hay una estrategia que todavía no está en proceso de implementación, pero ya está anunciada y esto es un avance. La agenda no es una perspectiva de previsiones financieras sino de esperar que venga el evento; se toman las decisiones de manera muy contingente y muy inmediata para darle contenido económico a la respuesta. Eso tiene que cambiar. Tenemos algunos instrumentos que han sido funcionales, pero deben remozarse, considerando la orientación de los organismos financieros, como pueden ser el Banco Mundial y el BID.

 

BM: ¿Cuál crees que puede llegar a ser el impacto formal de la academia en el DRF?

CPR: La academia tiene varios roles. Primero, en el caso de Costa Rica, la academia (en referencia a las universidades públicas) tiene una particularidad, cumplen un rol en la discusión política. Son instituciones a las que la población en su conjunto y las autoridades de gobierno, prestan atención. Por tanto, tienen la posibilidad de ser un órgano de denuncia y de asesoría en muchos aspectos. Por ahí pueden cumplir un rol fundamental en contribuir a orientar al Estado en algunas cosas. Y dos, evidentemente, formar los cuadros. Me ha sorprendido oír, a algunos compañeros de las otras instituciones, sobre todo del área financiera, donde viene y me dicen que algo que se ha presentado durante el curso les parece novedoso, en la forma, y en la perspectiva. A mí me ha sorprendido eso. Entonces, me parece que la academia puede jugar un rol muy importante en un tema de aprendizaje, de transferencia de conocimiento e información de que se ocupan, y por ahora a los cuadros técnicos de las instituciones en el enfoque que hay que plantear.
 

 

BM: ¿Cuál crees que son los retos a los que se enfrenta Costa Rica en cuanto a la implementación del DRF?

CPR: Propiamente el tema de la creación del plan de acción para la estrategia es fundamental. Por ejemplo, nos vino la Contraloría y nos pidió que hiciéramos una estimación de cuál es el ingreso que va a tener el fondo y cuál es el gasto futuro que va a tener. Estuvimos buscando aquí en la Universidad, y en varios espacios, quién pudiera hacer un análisis de ese tipo, a ver cómo lo jalaban, un contrato o lo que fuera, y no hay. No hay un cuadro que usted puede venir y decir usted lo puede hacer, y dependimos del Banco Mundial para que se pudiera hacer. Yo me imagino que, en alguna parte, estará esta persona, en algún lado estará. Pero es que lo que tiene que hacerse es que se diversifique una cantidad de gente, no solamente una institución, sino en muchas instituciones, capaz de hacer modelaciones de ese tipo, por ejemplo.

 

BM: Finalmente, ¿cuál crees que es el futuro del DRF en Costa Rica?

CPR: Tarde o temprano, el país tiene que dar el paso a diversificar instrumentos financieros. La evidencia de las limitaciones del fondo de emergencia en este momento solo se resolverá con una diversificación de instrumentos financieros, que desde mi perspectiva aún deben pensarse. Hay algunos instrumentos que no nos sirven, y otros que pueden ser muy útiles. Pero hay un elemento fundamental, y es que la vinculación con instrumentos de estos que están en el mercado que nos venden y demás, pone condiciones. Y ese condicionamiento de cosas que el país tiene que mejorar, para mí, es más importante que el propio acceso a los recursos. Por ejemplo, si adquirimos un seguro, nos pedirán condiciones para que se pueda aplicar. Esa parte es la que yo quisiera ver que podamos mejorar. Por ejemplo, si entramos en la Facilidad de Seguros contra Riesgos Catastróficos en el Caribe (CCRIF, por sus siglas en inglés, Caribbean Catastrophe Risk Insurance Facility), nos va a poner a disposición un montón de información que tenemos que aprender a usar, para tomar otro tipo de decisiones más allá del propio seguro. Es el uso de la información. Si usted me dice, ¿retos importantes que proponer? El tema de poder aprovechar mucha información que ya tenemos para mejorar nuestro sistema de protección.

 

Carlos Alberto Picado Rojas es el Jefe de Desarrollo Estratégico del Sistema Nacional de Gestión del Riesgo, en la Comisión Nacional de Prevención de Riesgos y Atención de Emergencias de Costa Rica. Bajo su responsabilidad ha estado la tarea de formulación del Plan Nacional de Gestión del Riesgo, de los periodos 2003- 2006, 2010-2015 y 2016-2020, 2021-2025, así como en la Política Nacional de Gestión del Riesgo 2016-2030. Cuenta con una experiencia de más de 40 años en temas afines a la gestión de desastres y gestión del riesgo. Rojas tiene licenciado en Sociología, Master en Gerencia de Proyectos de Desarrollo (Universidad de Costa Rica) y Egresado del Doctorado de Filosofía (Instituto Centroamericano de Administración Pública).
